Bill’s career with EWMI/RRI spans over 25 years, beginning as a field technician. In those early days, Bill quickly gained a deep understanding of the hands-on work that forms the backbone of our industry. His technical expertise, dedication, and strong work ethic enabled him to progress to the role of equipment operator, where he further honed his skills and knowledge.

As he continued to grow within the company, Bill took on more leadership responsibilities and became a field supervisor. In this capacity, he oversaw a wide range of projects, ensuring the highest standards of safety, efficiency, and quality in all operations. Bill’s ability to manage complex situations and lead by example earned him the respect and trust of his colleagues and clients alike.

Recognizing his leadership potential and vast industry experience, Bill played a crucial role in the founding of Rapid Response, Inc. He became one of the company’s key owners and has been an integral part of shaping its vision and success. Under his guidance, the emergency response division has flourished, growing both in scale and capability.

Bill’s leadership style is rooted in his extensive experience and commitment to excellence. Jonathan Al-Khal

Jonathan Al-Khal

Director of Emergency Response

Jonathan Al-Khal has a distinguished career in public safety, beginning as a firefighter/EMT and working with specialized teams such as the county’s Hazardous Materials Response and Special Operations Teams. His commitment to public service was further cemented after graduating from Penn State University when he began working for Lehigh County Emergency Management in the operations and training division. Through hard work and dedication, he was quickly promoted to Chief of Special Operations, where he successfully led both the hazardous materials response team and the technical rescue teams.

Mr. Al-Khal’s extensive background in public safety, crisis management, and hazardous materials response made him an ideal candidate to lead the emergency response division at EWMI/RRI. Initially hired as Emergency Response Manager, he played a crucial role in leading field crews during hazardous materials incidents and overseeing the company’s largest emergency division. In the summer of 2023, he was promoted to Director of Emergency Response, a role he continues to hold today. His numerous national certifications help him manage even the most complex hazardous materials emergencies and serve clients with the highest level of expertise.

Keith Brooks

Keith Brooks

Project Coordinator

Keith started his journey studying business administration but realized he found greater enjoyment in public safety. He joined an environmental and industrial services company as a field tech and began learning the industry from a career perspective. On the volunteer side, Keith served as a firefighter, earning multiple certifications, including hazmat.

With his training and experience, after a few years as a field tech and equipment operator, he was promoted to Response Supervisor for the Emergency Response Team. In this role, he responded to and managed multiple hazmat incidents of various sizes for both industry clients and public entities.

After a few years, Keith was sought out and brought onto our emergency response division as a project coordinator with EWMI/RRI. With his extensive industry background and experience in both the field and public safety, he effectively leads our crews behind the scenes⁠—planning, coordinating, and executing responses and projects. When needed, Keith still enjoys getting out in the field with the crew, whether as a project manager, an equipment operator, or a field tech.

All RRI crew supervisors and coordinators have extensive experience in both facility and over-the-road hazardous materials spill response/remediation.
